Telkom debit order penalties.

Good day people. My biggest problem with telkom is that you get severely penalized by them when you don't have enough funds for debit order payment. The bank charge you when the debit bounces, and telkom also charge you in excess of R200 rand. Sometimes your salary is not in yet or there was administration difficulties with salary. Is there anything one can do and is this legal.
