Telkom data dilemma.

I cannot use data without roaming being on - no internet connection. Yet being on roaming prevents night surfer data from kicking in. In short, I have to have roaming on at extra cost, but off with no connection for night surfer data to be available with no internet connection. This makes no sense, and is costing me money. Is this a catch 22 or simply diabolical stupidity OR theft of my money with NO SERVICE PROVIDED?
