telkom contract

i took a contract over the phone for Telkom and the consultant that call me was Christian Daniels. the contract was for a ruiter and a sim with 10GB but to my surprise i only received a sim on the 3rd of july 2019 and i thought the ruiter is on the way but till now i haven't received the ruiter. i've been trying to call telkom but they are sending me from pillar to post. i haven't used the sim cause my agreement with them is ruiter and sim with 10GB data.do i have to pay for something i dont have?
