Telkom complaint

I made the mistake to take out a contract on line however canceled it due to poor, no pathetic service delivery however cant get a refund because the device never got to me! Who knows were it might be. Ive tried to resolve this via multiple emails and calls to Telkom???? however all they do is send me from pillar to post????????????????????????
