Telkom complaint

Does anyone know who I could send a complaint against Telkom I app**** for a move in January 2019 to date no technician contacted me. Every time I enquired on 10213 and 10210 for 20 times order was cancelled everytime. I really submitted order 20 times. The transfer was for my phone to be moved from main house to cottage same residential address now that's not so difficult to understand.
