Telkom charging me for someone elses account!!!

Telkom has been moved 2 lines belonging to someone else on to my account and they have been charging me for the past couple of months. When i called to have these charges reversed and the numbers cancelled from my account I was told that this could not be done!!!! How is it possible they were able to move these numbers onto my name without my consent however when i as the account holder call to have them removed they cant do that.
