Telkom charge for services not rendered at all!!!!!!!!!!

I am is stand-out dispute with Telkom and 3 times complaint here on this forum, Telkom phoned and fixed half the problem but I can not phone even one person or company, Telkom to Telkom where the deal is 3000 min Telkom to Telkom, but today I get the invoice as if the phone is working, but it is not.
