Telkom charge for 4Mbps and deliver 10% of it.

Well, I waited for the 10th of July, this is the date Telkom promised me that they will move me to a new exchange. (since the one I am connecting to is almost 100% congested - acknowledged by Telkom.)
It is now two months later after the initial feedback, which I was clad to receive, but....

I call it breach of contract because they sold a 4Mbps contract to me for which I pay on-time, every-time and I do not seem to get the service they agreed to deliver.

It is a Sunday afternoon (13:00 - 16:00), and the results the past week were as follows: Local ping of 440ms, Download at 0.3 Mbps and upload at 0.3 Mbps. This is each day up till 22:00 at night, when a slight increase can be seen - Max 2.8Mbps at about 22:00 - 00:00. International ping times are even more shocking at 800 - 2000 ms. (Note: it is not on ISP side - verified)

It seems Telkom has reached a point where they don't mind loosing clients, since they don't deliver on their promises. I will now look for another service supplier (WiFi) and I am actually prepared to pay more per month for a better, more reliable service. I'll give Telkom another week to respond with immediate corrective actions.
