Telkom cant supply infrastructure for 3 years

I have logged over 10 calls to get an ADSL line in my complex. Every time I phone it's the same answer. We can't supply you the service as we need to put down infrastructure.. The really sad part it is that you guys installed a box right outside my complex. Im basically a 100m away from your infrastructure. Its been 3 years already and Really still the same answer. If you ask them when will they have infrastructure (which is a 100M away from me) they always say they don't know. If anyone cares to really look if it possible order 45/103725 has just been canceled again. Internet is effectively a human right in today's day and age and Telkom can even supply the basic service when a box is right outside my complex.
