Telkom cancellation

I am writing on behalf of a dear 93 years old friend. Her Telkom line has not been working for 2 months now and despite her efforts, she cannot cancel the Telkom line and has to continue to pay for this from her pension. Telkom has been at her house and then claim to have fixed it but refuses to disconnect it. The telephone line is in her late husband's name with telephone number ***.
