Telkom Business Promises?

We were approached by a Abdul Haffejee who informed us that the system that we were using was migrating. He offered us a package with the benefit of not paying the initial once-off cost and monthly costs that would be cheaper than our old package. However we were billed for the once off cost which he said would be reversed. That did not happen and he does not take our calls!
