Telkom - Breach of Contract

I recently entered into a new cellphone contract with Telkom to my regret as to date Telkom has broken almost every law of the Consumer Protection Act. The Act states the following: What are Consumer Rights? Consumer Right No. 1: Right to Equality in the Consumer Market and Protection against Discriminatory Marketing Practices Consumer Right No. 2: Right to Privacy Consumer Right No. 3: Right to Choose Consumer Right No. 4: Right to Disclosure of Information Consumer Right No. 5: Right to Fair and Responsible Marketing Consumer Right No. 6: Right to Fair and Honest Dealing Consumer Right No. 7: Right to Fair, Just and Reasonable Terms and Conditions Consumer Right No. 8: Right to Fair Value, Good Quality and Safety Consumer Right No. 9: Right to Accountability from Suppliers

Telkom has done an early upgrade on my new contract and want to charge me an additional device fee of R11 000 - on seeking assistance from the store, I was advised to call in to get assistance. Once I called in, the call centre told me they could not assist me and I had to go into the store - this continued for about 5 times at which I refused to be shut down again without assistance telephonically. The issue was logged and meant to be sorted out after 72 hours, which lapsed Friday 16 September 2022. I phoned in again, as my phone was still blocked, which means Telkom wants to charge me for a device I never received and they blocked my current contract, so they are planning on debiting my account with an amount exceeding R11 000 for absolute no service rendered. As per the consumer protection act, the consumer has the right to proper service and of working devices, which leaves the Telkom in a breach of the contract. Upon phoning Telkom again on Monday 19 September 2022, no progress has been made with regards to resolving the issue. I am no longer interested in dealing with a supplier that is not compliant to The Consumer Protection Act as they want to take the consumers money and provide no assistance, or the service signed up for as per the contract. The final answer I received was that the device added onto my billing was for an online order I placed and cancelled due to no device availability - and as per the CPA a contract is not valid until a client receives a device and the device is switch on and the consumer is happy that it is in working order - so my question is, how does Telkom justify the charges and non service?
