Telkom...ADSL slow... or is it a money making ****

ref telkomsa 2016/11/04 fault log on line
532CWK041116 -
2nd fault 2016/11/12 fault number 119CWK121116
Two weeks ago i upgraded my adsl line from 2mbps to 4mbps due to a slow internet assuming this will fix my speed, above are dates with login calls on my slow internet speed. Ever since the upgrade i have been monitoring my internet by speed test and discovered that for my 4mbps i get a speed of 0.73mbps to the highest of 2.35mbps at times most of the time its below 1.70mbps. On my first report my call was closed by a technician (Preston) claiming my internet has been restored. That same evening i got home i did speed test and my internet was slower under 1mbps, i phoned again and logged another call, every time i get asked to reboot my router as if that will help. On the second call a technician came out and said that he will report his findings and that something is wrong on exchange, a few days after the technician has been at my house I got a call from Ebrahim and he told me speeds differs and there he nothing he can do, my call was close again internet has been restored. I was furious after i was told this and decided to close my Telkom account.

I have decided to down grade my line back to 2mbps. my speed test reads as follows 0.36mbps on download,
The question I have now why on my 4mbps line i got the speed of a 2mbps line which is 1.72mbps and why on my 2mbps line do i now get a speed of 0.36mbps?
So i pay for a 2mbps line get speed of a 1mbps line and while paying for a 4mbps line i got the speeds of a 2mbps.
I should be getting my speed i’ve been getting on my 4mbps line after down grading and for the record it clearly proofs there is nothing wrong with my equipment.....
Is this how you cheat people and by telling people there is a problem on exchange or there is nothing you can do ,really now?
