Telkom ADSL non existant!

I have a 4Mb ADSL line for more than 2 years. I have been having trouble connecting. My download speed drops to 0.02. Three technicians have come to my premises and the last one noticed that my line has been set to 2Mb since the exchange box is very far away. I have been paying for a 4Mb line and can't even get 2Mb. I went to a telkom store today and yesterday and spent more than 5 hours in the queue all together. After all that time it is still not resolved. I just want internet that won't cost more than what I am paying now (R649 per month). It is ridiculous to pay for a service and not getting help for almost a month. I have never been so frustrated in my life. I have lodged another dispute and still waiting....
