Telkom ADSL
I have had an 2 Meg ADSL line which is supp**** by Telkom. On three occasions during the past 6 months I have been able to get 1.7 Meg, the rest of the time it runs at between 16kbps and ****bps This is due to congestion in my area but they charge full price for this service. Is it legal to charge for something you don't supply?
