Telkom adding reconnection fees without suspending lines

Telkom charged a reconnection fee although my service had not been suspended. As far as I'm aware, they are entitled to charge such a fee only once a line had actually been suspended. Not simply due to late payment. If the line was not suspended, how can they justify charging a fee for un-doing something that wasn't actually done.

Is this practice *******?
