Telkom 1 Year later still no stock

About 1 year ago, I upgrade my line to a 10Mbps. This included a extra data sim card and a TV box. I have been to the shop where they tell me they don't have any. I leave it for a month, phone Telkom who tell me the shop has stock. I go to the shop just to find out they do not have stock. I was placed on a waiting list and 1 year later still nothing. Is it not breaking of contract when you don't get something the promise and still pay for it?????
