TELEPHONE LINE NOT WORKING

The telephone line in the house is not working. Below are the noticeable problems:<br> 1) When the receiver is picked up the dial tone comes on for less than half a second and then switches off, there is a dull feedback sound in the background.<br> 2) Outgoing calls do not go through, for example i tried my personal cell phone and it did not work.<br> 3) Incoming calls make the phone ring. But when the receiver is picked up to make the call, the call reverts back to the same feedback sound as listed in 1).<br> <br> This problem has been persisting from the 1st of August and has become extremely frustrating.
