Technicians never arrive for line installation

Iv been trying to get a line installed for the past 2 months. Everytime i get a date set for the installation, no one shows up. Iv been given 5 different days where i was told a technician would come between 7:30 and 16:00 but no one ever shows up. I call the call center and they set up a date for me. I then call a day before and ask why i havent recieved any form of confirmation and they say not to worry the date is set and someone will definitely come. Today(15-11-2015) was another day a technician was supposed to come but no one came. This is just the worse service iv ever experienced.
