****** cables and no alternative provided

My mom has a Telkom line which we have for many years and now recently due to crime and cable theft is she sitting without a phone which she highly depends on. We have been to a Telkom store so many times in the past two years with no proper assistance been provided. She renews her contract every year and now she is just being put off stating that she needs to reapply even though she never had the opportunity to make use of the service. She was promised that a cordless phone will be installed due to the fact that the lines are being ****** and up till today nothing has come to light.
