Stil waiting

Received a phone call on saterday stating that i didn't answer my phone because tech phoned me what lairs my phone was with me all the time because i was waiting for the tech. I received a sms stating that my line would be installed on the 17th and that a tech was despatched if i pull a Statement from vodacom it will prove what phone calls i received it will show nothing no phone call from any telkom tech and still no installation. Must i be punished for your incompetence? Friday and monday is a holiday so ill have to wait till next month I have been waiting about 2 months now almost. What now must i go to the ombudsman or a laywer to get customer service?
