Sim Swap billing.

Why am I paying for a SIM swap. Aren't I a subscriber to this awesome network service already? I'm recalling about 5years of a beautiful relationship between me and Telkom. And now, I'm told that I have to pay for a SIM card that I need for my lively hood. Please help, I don't understand?
