SIM never RICA'd

I bought a tablet online from Hi-online. They said that they do all the necessary work needed to RICA my SIM, and when they deliver the tablet, the delivery guy would confirm my address, and the SIM would be active within 1 hour. 3 weeks later still nothing. Went to Telkom Gape Gate on Saturday 19.09.15, they told me that it was never RICA'd, so they submitted all the info again, and again I was told that my SIM would be active within 1hour. It is 22.09.15 today and still not active! Contacted Telkom's service centre, and they said the simcard is still not registered, I have to go back to the store and go through the process again! I am a first time client of Telkom, and would definitely not be using Telkom again.
