Sim card swap rules nonsensical

Doing a sim swap at Telkom is such a nightmare. I was told my sim swap can only be effected after 3-7 days since my thumbs are not verified. So my whole life stops because of that regardless of the fact that I have a copy of my ID and proof of ID. They also have my photo on their system. This is just nonsensical to wait that long for a prepaid sim card. Surely there could be other ways.
