Several years of bad service unsuspecting people

My inlaws has had Telkom ADSL for several years now and has always complained about slow internet in the Jeffreysbay area. I suspected that they might be on a 1 Mb/s line as Speed tests returned around 1 Mb/s , but when I contacted Telkom on their behalve I was told that their line is a 4Mb/s line and has been for severwl years now. This means that they have been paying for a 4 Mb/s service and have only been receiving a 1 Mb/s. My inlaws are older and not that up to scratch regarding the technical side of internet or ADSL. In my book this borders around theft.

I have logged tickets with Telkom and they keep on closing the ticket as resolved, when in fact the speed is still slow!

"Dear Moenieb,
I was out of reception for a moment. You are welcome to contact me again on ********** .
The affected line number is ********** .
I have checked the prioritization as requested and it is set accordingly. I have also noticed that the landline is not functioning. At first I thought it was the phone that was not functioning, but after installing a second phone the line is still not functioning.
In the past when we visited my in-laws I always thought that they only had a slower internet package and I asked them to upgrade to a 4 Mb/s line. This was done about 4-5 months ago, but I realized now that there is definitely a problem on their exchange or line.
See below a speed test I ran just now;
