Router delivered without a SIM card

I ordered one of Telkom’s wi-fi deals. All was well until the portable router was couriered without a SIM card. I have sent e-mails and the response is... it has been escalated... waiting for feedback. This is 2 months later and I am being billed for a SIM with data that I do not have. This is poor customer service on steroids.
