Request for Telkom Legal Department

Can anyone kindly assist with Telkom Legal Department, I have been struggling 6 months to cancel a contract with them. They send me Sim Cards which does not have coverage in my area and deducted an amount of money. I am not winning to get my refund. Just the same story every time I call. The items was also send back to them two months ago.
