Refuse to do repairs

On the morning of Friday 24 November 2017 (3 AM onwards), either Eskom, the City of Cape Town or one of the Fibre companies did electrical work in our street.

When I got home the afternoon, our Telephone /ADSL line with Telkom was dead. I contacted Telkom and told them that damage was probably caused by whatever work was performed by one the parties mentioned in my first paragraph, and what their technician said was that the line was damaged where one can see the digging was done. When I asked him for a quote or a report he could not give it to me. He said they would have to dig open where they think the damage is and then only will they be able to do a report. This then means they made an assumption, and no real assessment was done.

Telkom refuses to fix or pay for the damage and says the cost will be for my account or for whoever dug there the morning, but it is basically my problem to solve or to pay for. I'm not entirely sure about their reasoning, because the damage is on municipal ground and not on my property. I asked for a credit on my account while I do not have a line, but they also refused this and said they did not cause the damage and can't give me a credit.

Should Telkom not fix the problem and then take it up with whomever caused the damage? In the meantime I have to pay them for NO service. When you try and use their app and try to query the issue it does not work either.
