Receive speeds that should cost you 75% less

When it comes to internet line speeds, South Africa trails years behind that of Europe and America. The thing is we pay for a 4 Mb line speed uncapped yet when I do a Speed test it downloads at 0.8 Mb instead of the steady 3.5 Mb. Not only that the ping is outrageous and reaches up to 800 ms. Throttling could be a possibility but it is the 19th day of the month which means we can't even be close to our limit. Please sort this out.
