Random debit order dates

Telkom is randomly debiting me and not sticking to the original agreement of a end of month debit order date. When I phone them they said I must speak to accounts department, when I phone the accounts department they can not do anything. I asked for the telephone number of their legal department but they provided me with a number that does not exist.
