R2000 for one week of adsl service

After first technician refused to install new and said old will work i was left with service of one week second techs came replace cable I asked first tech to replace, but is now hanging loose. with only 2 mbps rather than 10mbps I am paying for i went to pay for the month just to find out they want to bill me R2000 for a week of service
