Problematic line and tech doesn't want to fix it

I have had this line for almost 2 years and I have had 14 problems on it so far. This is number 15. A week and a half ago the line was dead because of cabling. Now the line is dead because of a fault on the pole, metres away from our house but the pole is behind a neighbours house. I reported this fault on 31 May 2017, the tech called me yesterday, 1 June. They discovered the fault to be this connection on this pole by the neighbours. I called this tech and he tells me, the neighbour doesn't want them in through the house, then the dog is a problem. The tech says he cannot access the pole from any other way. Today, 2 June 2017, I phone the tech and he says they at another site but will come to my area again to attend to my fault. The whole day goes by and we phone the tech again and he says that this is not their area that they work in. They're not going to fix the fault because they can't access the pole. The neighbour is being difficult. They handed the job back to their supervisor and the supervisor must decide who must come out next and me, the client, must go to the neighbour and ask pretty please for the new tech to enter the neighbours property to access the pole so that they can fix the problem. Why must I do their job. We went to the neighbour and he said that they in the past they broke the items in the house that is why they dont allow telkom through the house. We inspected the area and there is a definite way of accessing the pole without going through the neighbours home. The tech didn't want to do it because as he said, this is not their area. Now me, the client, must wait until Telkom decides when to fix my line. I have done some phoning around and research and I am planning on cancelling this line because their is no service to clients here. I am paying 100% of service fees for about 80% of the service. No one has come back to me, no one has given us a solution.

Good day
Yes, the tech has come out and fixed the problem. Very helpful and friendly, not like the first tech and his partner that was assigned to the job.
Thank you.
