Poor Service from Telkom and their Courier partner

The service from Telkom is appalling, I placed an order for a cell phone upgrade in December and it was delivered to an incorrect person. I am now billed for a phone I don't have. I have been calling your Call Centre, no resolution from your agents, all they do it escalate my calls and I never get feedback or my phone delivered. I have a bill to pay on the 25th, can my issue be resolved before my debit order date.
