Poor Connection Speeds

I am Very unhappy with the connection Speed for my ADSL line in my Neighborhood of Protea North in Soweto. The Slow Speed occurs during the day from 8am till 5pm in the Afternoon. I have contacted my ISP(Webafrica) and they confirmed that on their side there are no issues and there is no throttling occurring. Upon previous contact with Telkom i was informed that there was high line usage in the area. Its hard to believe that we are in a digital age where Telecommunications companies are upgrading their infrastructure to accommodate the demand for internet bandwidth. Note that i am a customer that pays for his line rental however i am not getting any joy. The only time i get to enjoy somewhat good Speeds is late at night as if im on mobile data plan with Cellular network!. Is this perhaps due to the more Affluent Suburbs being given preference over the township in regards to bandwidth? . I humbly ask that you look into the matter as i feel ********** as a Telkom client.
