Phone Lines down every month for last 3 months

This is now the 3rd Month that my telephone lines have gone down for no reason. Either no service or very bad line. I have 3 lines and 2 regularly go down. When they are fixed the 3rd line goes down and then has to be fixed again, Or if a neighbors phone gets fixed my go out. If the equipment is faulty it needs to be replaced. i.e. the Lines and the boxes that relay the lines. There is a rumor that Telekom do not have enough lines so they switch you off till you complain and then send out Technicians to fix and then cut someone else off.
