Phone debited not delivered, no communication.

I app**** for the Contract fone online since the stores did not have the stock, on the 1st, on the 6 it was debited.. I've been waiting hopeful for the delivery. This morning when I called to find out what's going on, am told is not even dispatched. I guess month end they'll debit again for the phone I don't have. What a Service.
