Penalty for upgrading service

Please explain to me what is the logic behind charging a customer a penalty if they want to upgrade their service? Come on really? I want to pay you more monthly and you want to penalize me for it?<br> <br> So here is the story: <br> When I signed my contract at the telkom shop, I specifically asked the question, \can I upgrade if the service is too slow?"and the agent said while I am in the contract"
