Payment of non-service

Ordered a telkom landline installation and adsl installation in mid September and was told it would be delivered and installed within 13 to 21 days, it is now the end of October and have yet to receive any feedback. When I call them the keep giving me a different number to phone or just flat out put the phone down in my ear! I have been paying my full contract price since end of September but have yet to receive any service or even just the items to be installed utterly pathetic
