Payment for services not rendered

My telkom account was suspended and have not had internet of phone usage for 2 months. Now they want payment for that time although no service was supp****.<br> <br> It might be fair to charge me a line rental, but not for services not supp****. Besides, I never achieved speeds in excess of 60% of the maximum download.<br> <br> Their service is not acceptable
