payment allocation and debit order fee dispute

I have called, a case was open on the 19th of this April, that case was closed without the money I paid being allocated on my account. Last week again another case was opened and still the money I paid is not allocated to my account. Services are suspended yet I made a payment. Now a debit order went off on the 30th of April, My debit order date is on the 25th of every month.The debit order was unsuccessful and now you Will charge me a R260 for the debit order being unsuccessful. I will not pay that fee my debit order date is on the 25th of each month, you didn't debit on this date. Now that's a another that I need to be sorted out. I have called with your call centre agents not being useful nor taking my matter seriously.
Can my payment be allocated to my account and the unsuccessful debit fee be removed from my account.
