Paying for something not even installed yet

<p>Telkom have been busy trying to find cables to connect my parents home telephone . They are 80 and 84 and need it urgently for medical security as the complex they are in has no cell phone coverage. they started a month ago and have achieved nothing. but I get a bill every month.. What am i to do..</p> <p> </p> <p>Anyone know a number or an email because they seem to be afraid to deplay it on their website???????????</p>
