Paying for nothing

<p>I pay a premium to have a 10mb/s uncapped line and I expect for that kind of money I should get a good very close to 10mb/s service. But no. For months now I have had a boarder line 4mb/s line. Which tends to dip and loose connection very very frequently. Why should I keep paying for a premium service when I never get it. Can this issue be resolved? Or must a more drastic measure be taken?</p>
