PAying for no service

We moved into our home about a year and a half ago. Got a capped 4Mrg linr. After 3 or so months I upgraded to a an uncapped line. We were told our area supports 10MBps speed so I chose to go for that.

Butthe result being max speeds of 6MBps. I called continuously to get it tested and improved with no success. Eventually I logged a fault. The technician who came to our house did not even do anything his words were "I dont know why they are selleing this service. You are too far from the exchange"

I then downgraded to a 8 Line on recommendation of Telkom. They then charged me a cancelation fee of R1500. Which was desputed numerous times. Its still being charged to my account.

My service(internet and phone line) has been down the whole of January. It was eventually restored two days ago. But the speeds were 2Mps. Remember I am paying for 8MBps (R1080/month). This morning My line is down again.

O and the best of all is the technicians working on our faults have told me on numerous occasion that someone had used our lines at the exchange to fix someone elses line and that that is why ours were down.

So I have been paying R100/month for a 4MB line at best for over a year. Which includes about 3 months of no service.

You cannot get hold of anyone ho can take responsibility. I am fed up. And if you want to cancel service you get charged a cancellation fee of over R100 which I think in light of everything is not acceptable.
