Paying for 4mb line, getting less than 1mbps?

<p>Signed for a 4mb line, paid for a 4mb line, only to have unusable internet a month later. Later I find out I was downgraded to a 2mb line without being told , and reaching speeds of about 0.5mbps. This would be ok if it didn't cut out every 3 seconds and take me about 2 minutes to access any form of webpage. When the technician finally came he walked in, looked at the router, shrugged his shoulders and said there's nothing he can do.</p> <p>After about a week of this and quite a few calls and emails we find out through webafrica that telkom downgraded us because they can't provide the 4mb line in our area, okay good enough excuse? Would be a bit better if my neighbours that are on the same deal got down graded aswell. yet they still seem to be enjoying their 4mb line .</p>
