Paying for 4 mb line, only getiing 2mb line

Why do I have to pay for a 4mb uncapped line, but the only supply me with an 2 MB line?<br> This is after a month of not having a proper connection. and logging 4 calls and a hellopeter complaint.<br> <br> Is this the type of service they pride themselves on?<br> <br> I think it time to move to another service provider.
