Paying for 2MB line and only getting around 1MB ps

We have been Telkom clients for years and years. Too many years to even remember. Why is it that we get bille a 2MB line and not receive it? I have spoken to two other service providers and they say if we pay for a 2mb line that is what we will get. So my question is, why can I not expect a line speed of 2MB per second if I am paying for it? I called the call centre and the consultant advised that i will never get a line speed of 2MB because that is not how it works. But how does it work then? Am I not free to choose to pay for what I have been quoted for? And if I only get half a loaf of bread, pay for only half a loaf of bread? <br> <br> Is it only me or is Telkom taking from me what is not legally theirs? I want a 2MB line as i have been quoted or i move my services to another service provider. As a consumer I do not need to accept this!<br> <br> <br>
