Pay for something that dont work

Good day We are a rural area & don't have strong signal accept for vodacom,we cant even put adsl lines in for wifi,etc. Recently Telkon brought us new 3g land lines for the normal lines dont work ni longer. My Aunt took her land line to the shop in Canal Walk and than they said she must pay R1000 for taking the phone back But how can you pay for something that dont work,she had a contract with telkom and had to pay it monthly but dge cant make calls or get incoming calls. She have het own business and i feel that if Telkom want to go cordless why dont you put more towers up for us? When she asked if telkom will put up more towers the guy said no,so how you can you pay for something that dont work?
