Pay for 10mbs and only get 1mps = theft

We pay for a 10mps line monthly but every time we test the line, the download speed is around 1mps. I have tried to contact Telekom, having waited 45minutes with no answer I gave up. This is theft. Telkom when are you going to wake up and better your customer service!
