pathetic service

I did a new mobile contract on 29 March 2019. April 3 the 1st debit went off as I was told that this was to be safe and protocol by the agent. I was also sent a sms to expect delivery of my phone within 3 to 5 working days. up until now, I haven't received anything. every day that I call I'm given a new story. every day I am told a manager will call now. I'm still waiting for the call though. the horrible part is my next debit is on Tuesday. I am at my wits with this now. someone please help me.
