Pathetic Customer services and technical supoort

I have made umpteen calls to get my line speed resolved. Unable to download a single thing adequately, pages take forever to open etc. No technician has come out as I was assured and all I get is port resets. I cannot believe this pathetic service. Fix the problem or tell me you can't so I can find a reliable service provider
